Ladies/Gentlemen:
My name is Tim McCarthy, and I am writing this letter to express my enthusiastic
endorsement for Mark Lowery for the position of County Judge for Hood County, Texas.
Mark and I served together in the United States Secret Service on the Presidential
Protection Division for almost five years and have become friends ever since.
By way of introduction and background, I was also a Special Agent in the United States
Secret Service for 22 years, including nine years on the Presidential Protective Division in
WDC where I earned the Secret Service Valor Award for my actions protecting President
Ronald Reagan during the attempted assassination of the President on March 30, 1981.
My final assignment before retirement was Special Agent in Charge of the Chicago Division
of the U.S. Secret Service followed by my appointment as Chief of Police in Orland Park,
Illinois where I served for over 26 years including one year as Interim Village Manager prior
to my retirement in 2020.
After my retirement from the Orland Park Police Department, I became the President of
Sentinel Security, a company of approximately 200 employees providing armed and
unarmed security officers and security consulting throughout the Chicagoland area.
Mark has had a distinguished career in public service and in private business highlighted by
his 23 years in the United States Secret Service including a five-year assignment on the
Presidential Protective Division in WDC and as Special Agent in Charge of the Dallas Field
Office of the Secret Service before his retirement.
He had numerous assignments throughout his career reflecting his expertise in all areas of
Secret Service jurisdiction and operations. He was awarded the Secret Service Valor Award
during his career, the highest recognition of courage and dedication in the Secret Service.
Upon retirement, Mark was appointed as Special Agent in Charge of the U.S. Customs and
Border Protection, Office of Internal Affairs in Dallas where he served honorably for five
years ensuring the integrity and efficient operation of the agency.
After concluding his career with the U.S. government, Mark returned to private life and
founded Lowery and Associates Security Consulting LLC leveraging his extensive
experience in law enforcement and security to provide security consulting services to
corporations, private businesses, municipalities, schools, places of worship and others.
At the same time, Mark continued his public service as a member of the Planning and
Zoning Commission for the City of Grapevine and as a member of the President’s Council
for the Dallas Christian College.
Marks outstanding career in federal law enforcement, in private business and municipal
government make him an outstanding candidate for the position of County Judge of Hood
County, Texas.
For over 35 years Mark has served his country and his community with integrity, honesty
and professionalism that will serve him well as County Judge of Hood County and I strongly endorse him for this position.
